WYNTER KABIMBA SAYS NON-PARTISAN CIVIL SERVICE UNREALISTIC AND CALLS FOR REFORMS
Economic Front President and UPND Alliance Member Wynter Kabimba has proposed the creation of distinct categories within the civil service, with some positions formally designated as partisan while others remain non-partisan.
In an interview with Phoenix News, Mr. Kabimba said this would provide clarity on the roles and expectations of public officers, following recent debate on civil servants involving themselves in partisan politics.
He said the notion of a completely non-partisan civil service is unrealistic, explaining that some senior public service positions, particularly those appointed by the president, are inherently political because their tenure is tied to that of the appointing authority and as such cannot be regarded as non-partisan.
Mr. Kabimba cited recent remarks by Zambia’s Ambassador to South Korea, Andrew Banda, who acknowledged that his tenure would end with the departure of President Hakainde Hichilema from office.
He further questioned calls for all civil servants to remain non-partisan while exercising their constitutional right to vote, saying the issue requires honest national debate and legal reform.
